Answer 1
My felt roof originally had stone chippings to protect it from the sun, which I removed before I painted it. I Initially use standard bitumin to repair and fill any cracks in the felt, then applied two coats of Solar Reflective Paint. If your roof requires repairing before painting, you could use any product to do this then apply the paint. The main purpose of this paint as well as waterproofing is to reflect the heat of the sun from the roof and thus protect it from cracking and increase its life.

Answer 2
Personally, I would use the reflective paint instead of the Wickes Solvent Free Waterproofer because it is a very effective bituminous waterproofer.

I have a 10 sm roof. I used a standard paint roller to apply the paint and gave it two coats. I bought a 5 litre tin and still have about half left. Wickes say the coverage is 6-8sm/litre/coat, which is exactly what I used. Therefore, for your roof you would need 7 x 5L tins.

That was 5 years ago, I have just repainted the roof with one coat and there was no further cracking to the felt, which means the paint did its job.
